The Office for Fair Access (OFFA) is the independent public body that regulates fair access to higher education in England. They promote and safeguard fair access to higher education for people from lower income backgrounds and other under-represented groups. OFFA makes sure that universities and colleges have adequate measures in place to attract and support disadvantaged students, by supporting and challenging them by removing barriers.

Beside many other publication you can find their final report "Understanding the impact of outreach on access to higher education for disadvantaged adult learners from disadvantaged backgrounds: an institutional response".
